When will I receive my voucher?
Our team is currently shortstaffed and are processing backlogged and incoming applications as quickly as possible. Backlogged applications submitted before April 2025 will be prioritized. For new applications submitted after April 1, 2025, please allow up to 3 months for pet vouchers and 1 month for community cat vouchers. We appreciate your patience and understanding during this time. Please check this page regularly for processing updates.

How does the voucher work?
Pet owners receive the voucher, either through email or direct mail. They make an appointment at a participating veterinarian for services. They give the voucher to the clinic and pay the remaining balance for services. For example, if the clinic charges $150 for a cat neuter, then the owner would pay the remaining balance after the voucher is applied. If the voucher is for $100, then the owner would need to pay the clinic the remaining $50 at the time services are rendered. The clinic sends the voucher to LBACS who then reimburses the clinic for the amount on the voucher. Voucher amounts are $60.95 for dogs and $100 for cats.

What are the requirements to receive a voucher?
A proof of address in the form of a valid government ID, driver's license, or utility bill (water, electricity, gas) is required to process your request. Failure to provide the requested documentation will result in a delay in issuing the voucher or may lead to a denial of your request. Please follow the directions in the voucher application on how to submit this documentation to LBACS.

I have a vet appointment scheduled. Can I get my voucher sooner?
Unfortunately, we cannot provide vouchers earlier. Vouchers are distributed on a first-come, first-served basis, so we kindly ask that you wait for your voucher like all other residents. We recommend scheduling your vet appointment after you have received your voucher.

Who is eligible to apply for voucher?
Residents of the City of Long Beach and its contract cities of Cerritos, Los Alamitos, and Signal Hill are eligible to apply for a spay/neuter voucher. Residents out of our service cities are encouraged to contact to their local jurisidiction for spay/neuter voucher support.

Don’t see your veterinarian listed? Let us know and we will reach out to them and invite them to join our list. Availability and pricing will vary. Please call ahead for pricing and appointment information. The City of Long Beach is not responsible for services or procedures provided at participating hospitals or clinics. Every hospital or clinic is responsible for its own liability insurance.

When should I schedule my vet appointment?
We recommend waiting to schedule veterinary appointments until you receive your voucher to ensure a smooth experience for you and your pet or community cat.

How is the voucher program funded?
The voucher program began in 2009 and can continue because of generous people like you! Help keep funds available by donating any amount to the Dr. Loren Eslinger Spay and Neuter Fund on our Donations page.

Can I receive my voucher in person?
Beginning February 1, 2024, LBACS will no long be issuing in-person requests for spay/neuter vouchers. Vouchers will be sent via email or mailed directly to your home address.
